The Electoral register is available for inspection in Public Libraries and town halls ... of course you have to know the 'Borough' (area) and visit in person = however since the vast majority of people live in the same area most of their lives (often the same as their parents), it should not be too much of a problem .. although only the 'terminally stupid' would register (under their own name) if they were trying to avoid being found....
